The 9.11.01 events in New York City and Washington were tragedies beyond our imagining. We have difficulty understanding why someone would hate Americans enough to do such a thing. In an interview taped three years ago with Osama bin Laden, which aired on 60 Minutes II on September 26th, 2001, we learn that the al-Qaeda and associated radical Islamic terrorist organizations, have targeted every man, woman and child in America as their enemy.

Dateline September 27th, 2001 a headline reads, "(CNN) -- The September 11 terrorist attacks in New York and Washington prompted federal agencies in the United States to brace for the possibility of an attack using biological or chemical weapons."

Although an international biological weapons convention was signed by 143 nations in 1975 outlawing the development, production and stockpiling of biological weapons, as recently as the mid 1990s, UN weapons inspectors discovered that Iraq had stockpiled warheads containing anthrax spores and botulism. The former Soviet Union produced large volumes of weapons grade anthrax spores. Members of the Japanese cult that released sarin nerve gas in the Tokyo subway system in 1995 were known to have gone to Zaire to learn more about the deadly ebola virus.

In the wake of the recent terrorist attack on the United States, there is a real and present danger that terrorism could take an even more sinister form, that of bioterrorism.

Anthrax: A cloud of anthrax spores inhaled by a city's inhabitants would create widespread, severe flu-like symptoms, killing 80% of those infected within one or two days after their symptoms disappear. Once spores enter the lungs, anthrax bacteria require two to 43 days to incubate. In the event of a bioterrorist attack, vaccinations and antibiotics would be essential. However current supplies of vaccine are limited.

Smallpox: The world has been free of smallpox cases since 1978, but some strains are maintained in laboratories. The former Soviet Union reportedly stockpiled large amounts of the virus for use in weapons. Vaccinations in the United States ceased 25 years ago. People vaccinated years ago are likely to have diminished immunity. An aerosol release of smallpox infecting only 50 people could unleash an epidemic killing 30% of those infected with the painful, disfiguring disease. The United States has limited stores of the vaccine.

"The U.S. government has recently let a contract to develop and then to manufacture a large quantity of smallpox vaccine and that's a very good step," said Samuel Watson with the Biomedical Security Institute. The contract calls for creating 40 million more doses of smallpox vaccine, a powerful vaccine that can provide protection within hours. But the shipment won't be ready until 2004.

Plague: If 110 pounds of an aerosol of Black Death bacteria were released over a city of 5 million, about 150,000 people would contract the disease. More than 35,000 of those would probably die. One to six days after exposure, victims would begin to show symptoms of severe respiratory and gastrointestinal problems. The Soviet Union produced massive quantities of the germ for weapons use. Treatment with antibiotics would be effective during early stages of the infection.
